fairfield travis. highs today, we'll be in the 60s. more on the rain coming up in about ten minutes. maybe some delays at the airport. you can get all of the latest flight and weather information at ktvu.com. click on the weather tab. it is 7:02. san francisco police are searching for the gunman who shot two people last night on a muni bus. paul chambers is in san francisco and tells us police say they need help to solve this case. good morning, paul. >> reporter: good morning, tori. now, police, like you said, they do need help. they have very little to go on. the shooting happened on a muni bus right here behind us. this all happened just after 10:00 last night. mun nip said there was a -- muni said there was a shooting. two people were shot. one victim was a 25-year-old female shot in in the for -- shot in the torso. the other, a man shot in the

leg. the police did release the description of the suspect, latino male with a thin build. black shoulder length, curly hair and he was wearing a black t-shirt and seen leaving the area on foot. if you know anything about the case, call san francisco police. live in san francisco, i'm paul chambers, ktvu channel 2 news. 7:03. we're still watching a south bay walmart store where a car rammed into easter shoppers yesterday and then the driver got out and attacked people. ktvu's janine de la vega, live in san jose right now. that store reopened just about an hour ago. janine? >> reporter: dave, that's right. i just spoke with a police spokesperson who told me he's still working on trying to get details and what he can and can't release about this driver. let me tell you how this happened. that driver actually came up on the sidewalk in his car where you see all of these grocery carts. he came past those vending machines and then crashed here

in the front entrance where you see that it's all boarded up now. now, the store is still open. the other doors still work and they are trying to make things business as usual today. police say that male driver of a red oldsmobile first hit two cars in the parking lot on story road and then intentionally crashed into the entrance of the store and then the car launched itself on top of a beer display. the witnesses say, the driver got out of the car, grabbed a blunt on jecket and started to hit customers and the police arrested him. one employee and several customers were injured. three were taken to the hospital. two are in serious condition. workers we spoke to say they feel fortunate more were not hurt. >> there's a lot of kids in here. kids always get lost. it was almost our rush hour. a lot of people could have got hurt. i just want to know why. what was he thinking? what's going on? maybe he had a bad day.

i don't know. >> reporter: the driver is described as being 33 or 34 years old. officers say he appeared to be under the influence of drugs, possibly methamphetamine. he faces several charges of assault with a deadly weapon and hit and run. he was taken to the hospital. his condition at this point is unknown at we're still efforting trying to find out just how serious are those injuries of the other people involved. we know people got hit by flying debris and possibly again with the suspect actually hitting people with the blunt object. but police say so far, what they know, nobody got injured from the actual crash of the car coming into the walmart. reporting live from san jose, janine de la vega, ktvu channel 2 news. 7:05. an early-morning fatal accident has lanes blocked on eastbound 780 in benicia with traffic piling up as crews investigate the scene. it happened on eastbound 780 at military west just an hour and

a half ago. tara moriarty has just arrived on the scene. what's it like out there, tara? >> reporter: it's an absolute nightmare. the traffic is backed up for a pretty good distance. not sure how far. but the interesting part of this story, this was a hit and run. behind me, you can see there is a cadillac escalade and there's a person who has tied from that car. the bod -- died from the car. the body is laying on the roadway. right now, chp conducting their investigation. the hit and run, what's interesting, we have two other cars that we can see from our vantage point that are pretty smashed up. we don't know which one was the hit and run but apparently somebody took off from one of those cars. in about 15 minutes, the chp says they are give us more information and let us know who they are looking for. the coroner has been called out. the chp has confirmed someone has been killed. we are on 780 and the eastbound side is closed. this freeway is the connector between 80 and 680.

this crash happened around 5:30 this morning just east of the columbus exit near the military west offramp. traffic is stopped. it's backed up quite a ways. right now, drivers are being allowed through single file on the shoulder there. the chp is advises that you use surface -- advising that you use surface streets, we don't know exactly how the accident happened or who the victim is at this point. but the weather has been nightmarish throughout the bay area this morning with the rain really coming down in spots. you can imagine it has not helped the conditions for driving. we have been -- we've seen a lot of standing water. solo vehicle spinouts. the chp is we reminding you to -- is reminding you to slow down. we're not sure how long these eastbound lanes will be shut down. a chp officer told ktvu it would be several hours as authorities need to complete

their investigation. so definitely avoid 780 eastbound this morning. right now, we're gonna check in live with sal castanedo, find out what else is going on. i know, sal, if you have a better vantage point from your maps to see how far back this traffic extends. >> reporter: that's right. that's good you were there, tara. because we found out that cars are getting by but i still wouldn't advise it. the car is there at military west, where tara is. the best way to get around it, 80 westbound, eastbound 4. uses carquinez -- use the car carquinez bridge. use 80 westbound instead to eastbound highway 4. it will get you to the same area. you probably already know that. but the traffic is not bad on 4, at least not yet. steve mentioned there were some rain showers moving through the area as well. it's not great driving in this area of the bay. i also want to move it down to

san francisco where we've had several crashes on 280, northbound and intersection in san francisco in and out of daly city. that whole area kind of tough driving. it's probably connected to some showers moving through but whatever it is, you should use extra care in this area. let's go to some live pictures now. bay bridge, a little bit wet, you can see traffic is backed you for about a 20-minute -- 20- minute delay. let's bring in steve. >> thank you. it's raining. we measure it in rainfall. that's what we're getting. some of this has been heavy. it's lifting out of the san jose area. now parking itself right over san francisco, oakland, heading towards the north bay. i will show you as well. there's been lake merritt,

oakland, sfo and travis had reports of rain. get out of the way so you can see this. oak, alameda, oakland airport, pushing towards emeryville and the caldecott. this went over fairfield and lit up. owen tweeted me and said he had to slow down to about 35 miles an hour. some of the rainfall totals not too shabby on april 1st. santa rosa, .93, ben lomond .80. some from blossom hill, .25. vallejo, krogette, napa, all around .3 to .5. 50s really mild temperatures coming up from the southwest. so you would expect that. this is not a cold system. rain has moved south of the boulder creek area. it's definitely lit up from concord and alamo, walnut creek and then orinda, la fayette,

richmond, san rafael right over the golden gate, sas lee -- sausalito. one low, not done. it's still kind of parking itself over california. look at this. another one on its way for probably late wednesday into thursday. sun and clouds. off and on rain. possible thundershowers. the dynamics were best when the low came over us. it could pop up in the valley. 60s to near 70 on the temperatures. it's baseball, opening night for the as. it looks partly cloudy. i think the rain will be gone by then. mostly sunny into tuesday, wednesday and then rain into friday. okay saturday. there are hints of a cold system sweeping by on sunday. 7:11. remembering the victims of oikos -- of oikos. on the move, the surprising now areas that mexican drug cartels are showing up here in the u.s.

we've been waiting a while for some rain. it finally shows up. there's pockets of moderate to heavy rain. this is sweeping through for the morning hours. morning rain giving way to mostly cloudy skies. highs in the 60s. 7:14. the pentagon says it's ready to defend americans and the people of south korea as north korea threatens war. ktvu's kyla campbell is live in our washington, d.c. newsroom with the latest rhetoric coming from north korea. kyla? >> reporter: dave, north korea's leader, kim jung un , met with his country's lawmakers today. they have declared a state of war against south korea and say a nuclear weapon is their top priority. the u.s. responded by sending stealth fighter jets, f-22 raptors to south korea for joint military drills. south korea's president says she will not tolerate any provocative moves from north

korea. but kim jung un escalated threats over the weekend, saying north korea is ready to attack south korea and the u.s. my sources at the pentagon tell me chuck hagel is taking these threats seriously. but many experts believe un wants to intimidate other countries and prove himself as a leader. and some reports say un's own military members don't believe that north korea would succeed. >> we're hearing from sources who say they are exhausted by the drills, they are exhauchted by the mobile i station of the masses. >> reporter: i heard back from my pentagon contacts. they say the u.s. and south korea have worked together to strengthen responses to north korea. and they are tracking radar systems as well as the number of intercepters we have here in the u.s. kyla campbell, ktvu channel 2 news. 7:15. there is a new report that says mexican drug cartels are being discovered in more suburban

u.s. cities. the cartels have been a problem for years on the border states but now they seem to be moving away from the border and into neighborhoods in the midwest, the south and the northeast. an "associated press" says the cartels are suspected of running drugs in at least nine border states. governor brown pardoned 65 criminals over the weekend. most related to drugs. he also pardoned a los angeles man who spent 15 years in prison on a murder conviction. a pardon can help an ex-con vict in seeking employment. governor brown also announced 79 pardons on christmas eve. today, colorado prosecutors are expected to decide whether to seek the death penalty for james holmes. holmes is used of killing 12 people and injures 70 more in a movie theater in july. on friday, prosecutors rejected a deal for a guilty plea in

exchange for taking the death penalty off the table. if they do seek legal injection, the defense is expected to plead not guilty by reason of insanity. coming up at 7:45, we will go live to the courtroom for more on today's big decision. tomorrow marks the first anniversary of oakland's oikos university campus shooting rampage. the university will hold two memorial concerts in honor of the victims. on april 2nd of last year, a former nursing student killed seven people and injured three others. one goe, the suspected gunman, is in a mental hospital, after being declared not competent to stand trial. one concert will be held this saturday, the second on april 13th in el dorado hills. when congress comes back from spring recess on april 8th they will debate universal background checks when they take up new gun control measures. some say that move would prevent mentally disturbed

people from getting guns and weapons. others say it infridges on our amendment rights. mark kelly says those background checks are common sense. >> any bill that does not include a universal background check is a mistake. >> we can scale back and still make significant progress by strengthening the system without going too far. >> so far, no vote on the one gegelation has been -- gun legislation has been scheduled. later, hillary clinton is scheduled to speak to the national multi-housing council. that's in dallas. that's on april 24th. her fee, they are not telling us. but it's estimated she could earn a six-figure fee per appearance. bill clinton has made at least $89 from speaking engagements since he left the white house. apple planning for a new

style iphone. they've filed for a patent for a phone with a wrap-around display. it's a phone that look likes a flattened tube of glass that allows the display to extend beyond one surface of the device. design does not have a frame or physical button. it's important to remember apple has filed many patent applications for products it's never prout to market. facebook has an announcement to make. sources say it will be debuting a new phobe. mark zuckerberg said they would not develop their own phone but sources say the phone shown off on thursday will be built into facebook services, including its new news feed and time line. your time, 7:19. the city of san francisco has a new app so you can report code applications. the app is called up2 -- code.

it's all one -- up2code. it's all one word. complaints like mold, no heat or having no water, hot water. the app is free. it will launch today. the city of stockton may find out today if it will receive bankruptcy protection. the federal hearing starts at 9:00 a.m. this is the first bankruptcy case to challenge state pension laws. stockton wants to default on $165 million it borrowed in 2007 to pay calpers pensions. legal experts say the case will more than likely be appealed. the biggest debt is its pension obligation. 7:20. it is wet this morning across most of the bay area. meteorologist steve mallson is tracking the storm. up next, he will tell us when we can expect the rain clouds

97 the corrections board says san francisco pays top dollar to house inmates. according to the examiner, tax payers in san francisco pay the most in california counties. it costs about $173 per day to house an inmate in san francisco. but a deputy with the san francisco sheriff's department told the examiner the number is actually closer to $135 per day. 7:23. san francisco coming up a few feet short in the competition to have the tallest tower. last week, mayor ed lee and city officials broke ground on the new transbay transit center. this will include an office

building that's 1,070 feet tall said to be the stallest building on the west coast. but now los angeles is planning a hotel that will be 30 feet taller. still, san francisco builders say they will add a superstructure that will make their tower the biggest. here's how some of the other towers in california compare. the u.s. bank tower in los angeles, it's the 10th highest building in the country. at 1,018 feet. the aon center is number 32. it's 850 feet -- 858 feet tall. that's followed by the transamerica pyramid in san francisco, at 779 feet. all of them are tall. >> they are extremely tall. >> yes. we want to check in with sal once again, get an update on this fatal crash in benicia. >> that's right. we have this crash that was a hit-and-run accident on 780 eastbound at military west. i guess we have a look at the license plate here.

you know what, let me -- let's go to something else here real quick. let's go to the next picture, please. obviously this is not what we want to see. bay bridge toll plaza, the traffic is barked up this morning. let's go to the southbound 101 between 380 and 92, you have a nine-minute delay. that's not all that bad. the traffic is going to be busy across the bay. southbound traffic between 238 and mowry avenue about an 18- minute drive there. 280 in san francisco we've had some rough driving. many fender-benders between daly city and san francisco. if this is your commute, give yourself extra time. let's go to steve. pretty decent rain moving through. been some pockets of moderate to heavy. also currently raining now moving south to north. a little bit on the back side, back to the peninsula. a lot of rain. better late than ever. april 1st, the rain started,

there's maybe more coming in later in the week, too. you can see on the back edge of this on san mateo, right over highway 92, san mateo bridge, maybe the dumbarton, but i will tell you, it's been lighting up a little bit from walnut creek, alamo, back to oakland, berkeley, emeryville and the bay bridge as well. now moving into marin county. kevin leavey in sausalito, .44. the richmond bridge right there. not bad rain totals. i know it's getting very late. san francisco almost .75. brentwood had .23. san jose about .10 to .25. the system is still hanging around in northern california. we have a possibility of still some scattered showers or maybe some thunderstorms this afternoon. i think most of that was over the weekend. but i will mention it. rain this morning, giving way to scattered showers, tuesday,

one person is dead from a hit-and-run accident that happened just two hours ago in benicia. right now, all lanes are still closed on eastbound 780 at military west. ktvu's tara moriarty is on the scene getting information about what happened and updating the search for the driver involved. tara? >> reporter: that's right. we have a hit-and-run suspect suspect that the chp says that now benicia police and vallejo police are looking for. they have actually set up a perimeter. see this fence? they have set up a perimeter to try to search the area for this guy. they say he's latino between 25 and 35 years old. they believe he could be the registered owner of the car. it's a cadillac escalade out of

vallejo. now, if we pan over here to my right, you can see that there's some skid marks. that's actually where the dodge caravan hit the guardrail. after that happened, the toyota tacoma was driving off the offramp and it smashed into that car. both those cars ended up facing a head-on into traffic, that's when the cadillac escalade appeared and smashed into the car. what happened was the driver of the toyota had gotten out of the car. he was looking around. and that's when he was truck. we're on 780 and the eastbound side is closed. this is the freeway connector between 80 and 680 east of the columbus exit. now, traffic is stopped. it's backed up quite a ways. if you want to come over here, i can show you how far it goes

back. if this is yomp ramp. if we took -- offramp. you can see how far this backup extends, all the way from 80, that's what sal is telling me. the chp is advising that you use surface streets. one route, 80 westbound to highway 4 to avoid the backup. now, you can see that these cars sort of trickling in here and they are using soerlt of like the shoulder an part of the roadway here. they are being allowed through but it's very, very slow going. so again, try to avoid 780. in the meantime, the coroner has been called. this man driving the koit has been confirmed dead. the coroner is on his way. we'll keep you updated with the investigation. it will be white a qil -- quite a while before this is back to normal. tara moriarty, ktvu channel 2 news. >> we'll check back for an update. thank you. it was a violent easter

sunday in oakland after three homicides in ten hours. here's a look at where yesterday's shoots took place. the first was reported at 10:00 a.m. on 68th avenue. the second happened just after 4 on international boulevard and finally around 8:00 p.m., another shooting was reported at 70 oth and holly street -- 70th and holly street. this is video from that scene. police say the male victim was riding or walking with a bicycle before being shot and they say multiple shell casings were found on the sidewalk. police were alerted to the scene by a shot spotter. one man was shot while in his car. police have not released any motive or suspect information in any of the three shootings. the oakland police department hopes to add more police officers and this week the city council will consider a very expensive plan to try to make it happen. the police department wants to increase staffing levels from 611 to 833 by 2018. and this year's second police

academy is already underway. recently released report estimates the expansion would cost oakland $67 million. tomorrow, the city council will talk about their budget options. flags are at half staff this morning in kaufman county, texas after a district attorney and his wife were found shot to death in their home over the weekend. it was the second targeted attack this year. the assistant district attorney was killed in january. our reporter dan springer joining us live. he's at the courthouse this morning where steps are being taken, dan, to protect better other d.a.s and their staffs. >> reporter: not only here in kaufman county but throughout the state of texas. these murders have really sent shock waves throughout the lone star state. police are saying almost nothing about their investigation, dave, but you can bet it's a top priority. you have the fbi, atf and texas rangers all working with the

sheriff's department. the body of mike mclelland and his wife, cynthia, were discovered by a friend saturday night. the murders may have taken place on friday. there were a couple of reports the bodies were found near the front door that had been kicked in. there's a report that the murder weapon was an assault rifle similar to an a of-15 and that the d.a. was hit at least 12 times. his wife once in the head. mclelland had actually increased his security after his deputy d.a., mark hass. he was gunned down at the courthouse on january 31st. mclelland carried a weapon with him wherever he went. we are told he had a deputy outside of his house for a full month after haas. he was concerned. there's been a lot of concern about white supremacy and

there's been warnings about a planned attack ordered from inside prisons in texas against public officials. so there's that. but again, police are not saying that there's any link. we just heard from a judge here in kaufman county. he says it does appear there must be some sort of link between it can't be a coincidence but there's no physical evidence that he's aware of that links these two homicide scenes. as far as security we can tell you that the sheriff's deputy over -- have people over at the county courthouse, they have the da's office where it's not open to the public today but prosecutors are working there. i can el it you that da -- i can tell you that da's across the -- the das across the state have stepped up security. a da has 27 surveillance around him and again, the they are taking precautions because it does appear there's targeted attacks on public officials in the state of the texas.

dave? >> dan springer, live from texas. thank you. 7:37. the so-called gang of 8 u.s. senators working on immigration reform, they say although they are close there's no deal yet on an immigration bill. the group announced on friday, they now have an atreatment with labor and business groups on a guest worker provision. this would allow thousands of lower-skilled workers to come into the country. but the senators say there's some details to be worked out. there will be a noontime rally in march on international boulevard calling for comprehensive immigration reform. president obama comes back here to the bay area later this week for some fund-raising. he will be in san francisco on wednesday for a fund-raiser at the getty mansion. he will spent the night in san francisco and then attend another fund-raiser in atherton on thursday. he's raising money for

democratic candidates in the 2014 elections. 7:38. starting this morning, police will be cracking down on drivers caught texting or talking -- or talking while holding their phones. this is emeryville, that's pretty crowded heading down towards the bay bridge. this is one of the places officers will be on alert for distracted drivers all month long. police agencies will be issuing tens of thousands of tickets. the government says distracted driving killed more than 3300 people in the u.s. in 2011. california banned hand hl held cell phone use -- hand-held cell phone use and the ticket will costing you at least $150. and the roads are wet. no april fooling about our commute problems. >> that's right. another law i want to remind you about. when your windshield wipers are on day or night, you have to have the headlights on and you could be ticketed if they are

not on. let's go to the benicia problem that we've had since 5:30 this morning. a fatal crash on 780 near military west eastbound. that would be heading toward the benicia bridge. you can see two lanes are closed. but cars are getting by in the right lane, right shoulder here. it's kind of an exit lane or part of the right shoulder. this investigation is going to be going on for a little bit here. the traffic is going to be affected. it's backed up all the way to interstate 80. now westbound is not affected because there's a thick median there on the left of trees. so drivers can't really see it. that's the noncommute direction. let's take a look at another live picture. this would be the bay bridge. they are having a little bit of a focusing problem here. but traffic is backed under for a 20-minute delay. san francisco in daly city, not a bad commute on 101 but 280 is a bess from -- is a mess. we had a crash at westborough. we've had a lot of different

crashes. we are also looking at 101 between 380 and 92. not a bad commute. let's go to steve. sal, and we are in a drier area. that being san jose. dry san jose, dry also cupertino, but the line is moving south to north. we'll see mostly sunny, partly cloudy skies. maybe some popup showers lateert on. had a nice tweet from lynn. she's in san mateo. she said it's raining, pouring, so hard the dogs won't go out. you can see on the edge. patrick in redwood shores has a mix of rain and fog. a lot of fog in petaluma. some more rain, sfo to oakland, lake merritt, now kind of thinning out -- excuse me, folks. i've been fighting this for a month. stretching to marin county, now to san pablo bay from the bay bridge to the richmond, san rafael.

it is stretching right back after decreasing right over to highway 24, lack to walnut creek, orinda, concord, back to san ramon and then over to highway 4. some of the rain totals have been pretty good. where were you for the last three months? one -- >> the low is still up here. it's not out of the picture. there could be some development later on this afternoon. as long as it's there, that gives oomph to the atmosphere. even though it's far enough north, it's not out of the temperature. i think we'll see mostly cloudy skies. but still, we'll keep an eye on the sky for this afternoon. another system racing out ahead from another low coming from the hawaiian islands. sun, clouds. off-and-on rain. possible showers this afternoon. 60s to near 70 degrees. so i mean, we're starting off really mile.

others during a shooting at a colorado movie shooter in july. reporter alisia akuna is live in centennial with the big decision. >> reporter: good morning, tori. it will be at the top of the hour that george brockler, the district attorney here in arapahoe county, will announce his decision on whether or not he will accept a plea offer from james holmes's defense team. this was an offer made through a filing on wednesday. it's something that was done in an unorthodox way because they made the offer through the court system, something the district attorney's office replied in a scathing filing in response saying this is not the way things are normally done, to involve the court system, to involve the judge, in something that is usual lie done behind closed -- usually done behind closed doors. it's anybody's guess whether the prtion will accept --

whether the prosecution will accept the offer to plead guilty and avoid the death penalty. a couple of things could happen. george brockler could accept the plea and they could move onto a sentencing phase or he could say they will continue with death penalty and let the clock move toward trial expected to be this summer. should that happen, the defense team still has the opportunity to try to enter into a plea later on and things could still change. so james holmes would still have the opportunity to try to save his own life. fox news has learned over the course of the last week, the prosecution team has been reaching out to the victims of the massacre of last summer and the family members of those who died on july 20th of last year. talking to them about their feelings on the death penalty, their feelings on whether or not they should enter into a plea agreement with james holmes. we do not know the results of

delete them. starting today, it will costing you more to shop in three local counties. ktvu's pam cook is in our newsroom now to explain the reason why. pam? >> many people will be caught offguard when their bill comes in a bit higher than there thought today. but we did vote for sales increases back in november in the bay area. those take effect today. 16 cities in the bay area are increasing the sales tax today. many now have the highest in the state. the highest increase is in albany where the sales tax goes from 9 to 9.50%. only three cities in los angeles are higher, up at 10%. as far as county sales tax rates, marin county is now at 8.50%. but some of the cities including san rafael and novato will now pay 9%. santa clara county, 8.75. and in san mateo county, you will have to pay 9% unless you are in the city of san mateo. that rate, 9.25.

hours right now. all of the lanes are still closed on eastbound 780 and military west in benicia. there was a deadly hit-and-run crash. ktvu's tara moriarty, tara, you've been there for quite sometime. any idea when the lanes are expected to reopen. >> reporter: actually we're told in about 15 minutes they should be clearing the scene of this accident. right now -- we did speak to a driver. they said the wait time was about a half-hour just to get to where the backup started. things should be easing up. it will take a while. the coroner arrived here about 15 minutes ago. they took the body away from the scene. this was a three-car crash only one person was here to talk about it. that's because one driver was killed. the other after getting out and seeing the damage ran off. police are now looking for him in benicia state park. they've cordoned off and set up a perimeter. they say that he's a latino male between 25 and 35 years old. they say he's the registered owner.

they believe of this cadillac escalade. out of vallejo it's registered. he may face felony hit-and-run charge charges. the dent in the guardrail is where a dodge caravan crashed. it was a solo spinout and then a toyota came around and hit the dodge. the two were facing traffic head-on, the toyota driver got out of the car and was struck by the cadillac escalade. the driver of the escalade, went and look at the boughtdy and then -- body and then vanished. this freeway is the connector between 80 and 680. we're just east of the columbus exit near the military west offramp. you can see traffic is pretty much stop and go right here. right now, drivers again, peaking allowed -- being allowed single fire on the shoulder here. but we understand that this backup extends all the way to

sidewalk hered a then went inside the store. he was stuck in his car for a little while. we are ally told by that witness that he smashed out that window and then started attacking people in the store. now, police say that male driver was -- had a red oldsmobile. he hit two cars in the walmart parking lot on story road and intentionally cracked into the front of the car. the driver got out of the car and grabbed some sort of blunt object and started to hit customers and work. witnesses took him down until officers arrived and arrested him. at least one employee and several customers were injured. three were taken to the hospital, two in serious condition. that man that i told you abouterrer why, he had a cane -- about earlier, he had a cane and he heard all of the commotion. here is what he said. >> i hit him with my cane and it broke. he hit me with the metal wrob jecket and that's when -- object and that's when people

looking for the suspect involved in this hit and run. we're off the freeway. we had to move because the scene was cleared. this is the military west offramp. you can see that traffic is moving very nightly but over that way, towards the left, actually, that's closer to 80 -- eastbound is still slug in. so it -- sluggish. so it will take a while for things to get back to norm. the coroner reeverybody mooed the body from the scene about a half-hour ago. this was a three-car crash and hit and run. police are searching for the driver of a cadillac escalade who ran off from the scene. witnesses say he got out of his car, saw the man in the tacoma was dead and disappeared. this all unfolded around 5:40 near the military west exit. a 51-year-old man lost control of the rain and slammed into a guardrail. a toyota then came and hit that

car and the two were facing head on in the fast lane. the toyota driver got out of the car and that's when he was struck by the cadillac escalade within about one minute. >> the esescalade driver took off. the chp says he's between 25 and 35 years old. they believe he's the registered owner of the suv out of vallejo. he may be facing felony hit and run charges. back here live, benicia and vallejo police have set up a perimeter here in the benicia state park scouring the area for the suspects. we checked in with the chp a moment ago but so far they've not located that individual. again, things are looking a little bit sluggish, right as soon as you get off 8 on onto 780, you might want to use highway 4 for the next half- hour or so until things get back to normal. live from benicia, back to you. >> thank you. 8:31. in vallejo, the chp investigating a fire on a tour bust last night on eastbound --

bus last night on eastbound interstate 80. iting baaed up traffic for hours. fortunately, that bus was empty when it went up in flames. this happened around 7:00 last night near redwood parkway. the bus driver got out after smelling smoke. the flames ignited nearby trees threatening some homes and an apartment complex was evacuated as a precaution. >> we ran, made us all leave. just grashed all of our dogs and took -- gragged all of our -- gragged all of our dogs and took off. the tour bus driver was treated for smoke inhalation. 8:32. a san pablo woman is recovering from severe burns after returning into her burning home to try to save her pets. the fire started early yesterday morning at the home on 12th street near broadway. the unidentified woman went back inside to save her cats but she was hurt and transported to the saint fran tis hospital -- st. francis

hospital burn unit. firefighters were only able to save one of the cats. police say an -- firefighters say an unintended candle caused the fire. a breakfast celebration will be held at station 1 as frank ryan returns to work today after suffering a heart attack. ryan was battling flames back on august 30th at a downtown church when he went into cardiac arrest. firefighters saved his life on the scene and supported him through an extensive recovery. 8:33. five members of one family were killed in a novato car crash. later this morning, the driver accused of causing the crash is due in court. jean soriano will be in a nevada courtroom facing several charges including dui. he's accused of rear ending a van early saturday morning on interstate 15 near mesquite. that's about 80 miles northeast of las vegas. four adults and a 13-year-old girl from southern california

were killed. two other family members were hurt. in virginia, a huge 90-car pileup. it happened after 1:00 in the southern part of virginia yesterday afternoon. traffic was backed up for eight miles. they had a lot of heavy fog there. that's blamed for the crash. 25 others were hurt. and new this morning, part of the detroit metro airport now open again. there was a suspicious item in being investigated there. look at all of the people filing outside. the north terminal was evacuated for two hours because of something suspicious in the carry-on luggage of a passenger. the tsa says that item may -- they say that item in an x tray machine at a security checkpoint. they flagged it for it to be inspected. the bomb squad came in and checked it out. the fbi says no explosives were

omof the other top stories we are foing for you -- in benicia, all lanes are open again on eastbound 780 and wall street west just within the last half-hour. there was a fatal hit-and-run crash out there. traffic was backed up most of the morning. authorities are looking for the driver who ran away from the scene. this was a fatal crash. one person was killed. san francisco police are investigating last night's shooting of two people on a muni bus. a man and a woman were shot on a 14-mission bus. it happened about 10:00 last night on mission and have lien seia street -- valencia streets. a man crashed his car into a walmart and then he jumped out and attacked innocent shoppers. two people have serious injuries. police say the driver appeared to be under the influence of methamphetamines. it's coming up on 8:47.

going shopping? get ready to pay more than you did yesterday, at least in some parts of the bay area. pam cook is in the bay area with the new sales tax. >> good morning. 16 cities in the bay area are increasing the sales tax today, april 1st. many of them now have the highest in the state. the highest increase is in albany where the sales tax goes from 9 to 9.5%. only three cities are higher. they are in los angeles, at 10%. business owners worry how this is going to affect local shops and restaurants. now, as far as counties go, san mateo county will join alameda and los angeles counties with the highest in the state at 9% but if you are in the city of san mateo, that rate is 9.25% now. for marin county, the sales tax now 8.5%. some of the cities in marin county will pay 9%. the sales tax in santa clara county is now 8.75%. this is all in addition to the

quarter-cent sales increase after prop 30 passed in january. that's supposed to raise $6 billion a year to fund schools, community colleges and public safety services and depending upon what city or county you are in, the new sales tax increase also expected to pay for a lot of public services. the roing live in the -- reporting live in the newsroom, pam cook, ktvu channel 2 news. 8:48. the city of stockton may find out today if it will receive bankruptcy protection. the federal hearing begins at 9:00 a.m. this is the first bankruptcy case to challenge state pension law. stockton is asking to default on $165 million it borrowed in 2007 to pay calpers pensions. legal observers say the case will more than likely be appealed. the biggest debt, the pension obligation. over the weekend, governor jerry brown pardoned 65 convicted criminals. apparently, in honor of the easter holiday. most of the pardons involved

drug-related convictions. although the governor did pardon a los angeles man who spent 15 years in prison on a murder conviction. last christmas eve, the governor granted 79 pardons. well, tomorrow marks the firster that of oakland's oikos university campus -- the first anniversary of oakland's oikos university campus shooting. on april 2nd of last year, a former nursing student killed seven people and injured three others. the suspected gunman is in a mental hospital after being declared not exe continue to stand -- competent to stand trial. one concert will be held this saturday in oakland. a second concert will be held april 13th in el dorado hills. it was a violent easter sunday in oakland after three homicides in ten hours. here is a look at where yesterday's shootings took place. the first was reported at 10:00 a.m. on 68th avenue. the second happened just after
